. 目標

『2009年菲律賓國際數學競賽』的目標是提高和發展世界各國小學與初中學生的數學天份與運算技術。

具體的目的如下:

• 爲世界各國提供一個數學教育交流與學習的平臺;

• 促進世界各國學生、教練與領隊的友誼;

• 提供機會予世界各國資優學生表現其數學潛能;

• 提供機會以促進世界各國的數學課程之完善及提高質量。

. 類別

小學組- 2009菲律賓小學數學國際競賽(PEMIC2009)

初中組- 2009亞洲城市青少年數學奧林匹克賽(AITMO2009)

. 參賽事項與責任

1. 競賽活動日期爲2009年11月28日起至12月2日止。組委會將負責各參賽隊伍在競賽活動期間全部膳宿及主辦城市所屬省內之一切交通費用。

2. 參賽隊伍若需提早到達或延遲離開菲律賓,賽期以外一切膳宿及交通等費用均須自行負責。

3. 英文及華文爲大會所採用之規定語言。如有需要,各領隊必須自行把比賽命題翻譯爲所屬國家或地區的文字。

4. 外國參賽隊伍提前或延遲離開本國主辦城市之一切交通費用須自行負責。

5. 外國參賽隊伍如欲前往任何不包括於活動行程內之地方,往來於主辦城市之交通費用須自行承擔。

6. 各參賽隊伍須準備大約五至十分鐘富有其民族特色之文藝節目,將于文化交流之夜表演。

7. 有意參賽請於2009年7月30日前用電郵方式通知PIMC組委會,組委會將附有編號之參賽表格電郵至參賽單位。各參賽隊伍須於2009年9月30日前將參賽表格填妥,並連同名單、到達及離開菲律賓之確切日期、時間及航班編號電郵至組委會。

. 競賽規則

1. 比賽將分爲三部分進行 (a)個人競賽  (b)隊際競賽  (c)數學遊戲競賽

2. 各參賽隊伍須於2009年9月15日前以電郵方式提供給組委會個人賽與隊際賽各五條競賽性試題,每條試題須附加分析與解答過程,並且需用英文書寫。

3.  各參賽隊伍提供之試題內容、重點和難度所涉及的知識範圍,PEMIC必須不超出現行小學數學綱目,AITMO必須不超出現行初中數學綱目。

4.  組委會將邀請中國、加拿大與菲律賓數學專家由臺灣孫文先教授帶領組成試題組,以專門負責討論、審定、選出和修改比賽試題。

5.  各參賽隊伍須於11月28日到達菲律賓,領隊須出席當晚由組委會召開之會議。需要翻譯賽題之領隊將被安排住宿其他酒店,與其隊伍其他成員隔離。

6.  比賽時,各隊員只被允許攜帶書寫或繪圖文具進入賽場,不准使用計算器、書藉或手提電腦等任何計算工具。

7.  所有參賽隊員之答卷必須由組委會委任之評判組評閱。

. 獎項

獲勝的個人或隊伍將獲頒發獎盃、獎章及優異獎狀,所有參賽者及其領隊、副領隊均將獲頒發參賽證書。

1. 個人競賽獎

參賽隊員在個人競賽部分,參賽總人數中的一半人可獲得個人獎項。金、銀、銅和優異獎狀之數目比例約爲1:2:3:4。

2. 團體成績獎

計算每隊隊員在個人競賽中獲得最高分數的三位隊員的成績之和,全體參賽隊得到最高分數的前三隊將獲頒發之獎盃。如有多隊成績之和相同,則以分數最高隊員所屬之隊伍爲勝。

3. 隊際競賽獎

在隊際活動比賽中﹐每組最高分數的前三隊將獲頒獎杯。隊際競賽的命題,每題都有難度,題號小者難度較低,如成績相同,以答案的題號之和較大者爲勝;如題號之和又相同,則以答對之題號大者爲勝。

. 入境簽證

國外與會者必須在菲律賓港口入境時出示有效期不少於六個月之護照及來回機票。持有東盟國家、歐盟、美加與澳洲護照人士均無須簽證。持有英國海外國民(BNO)護照或香港與澳門特區護照而不逗留超過七日人士無須簽證。持有中華人民共和國或中華民國護照人士必須事先辦理好簽證,方可入境。爲謹慎起見,請向當地菲律賓使領館或獲特別授權團體查詢。

. 醫藥護理

組委會將爲所有國內外與會者購買在競賽期間的意外醫療保險。所有國外與會者均被鼓勵于其所在國預先購買適當的旅行醫療保險,以防萬一。

The Secretary of the Department of Education (DepEd), Hon. Jesli A. Lapus issued a DepEd Memorandum No. 338 s. 2009 to bureau directors, regional directors, schools division superintendents, heads of public and private elementary and secondary schools making his support official to the 2009 Asian Inter-cities Teenagers Mathematics Olympiad AITMO and 2009 Philippine Elementary Mathematics International Competitions (PEMIC) dubbed as Philippine International Mathematics Competitions (PIMC) 2009 which will be held on November 28-December 2, 2009 at Iloilo City.

Secretary Lapus pointed out that regional and national mathematics contests based on international rules will be conducted for math-gifted local private and private school students who have never experienced joining international mathematics competitions. He also stressed that this approach will further enhance the mathematical skills of Filipino students vis-à-vis their international counterparts.

The objectives of the competitions are to:

  • Encourage Filipino students to enhance their math skills to meet the international standards and help them in their undergraduate courses in the future; and
  • Support the overall government’s thrust to inculcate among regular Filipino student a deeper appreciation of mathematics, the essential language of science.

With these developments, a regional competition will be conducted to enable the Mathematics Trainers’ Guild (MTG), Philippines to provide intensive training among the winners who will be participating at the PIMC 2009. It should be noted that this parallel national math contest is a math competition with purely local participants but international in character and nature because its rules, award system and contest problems are those of 2009 PEMIC and 2009 AITMO.

The selection process of the high school participants who will be qualified to join the parallel national math contest is through a regional competition known as the SHARP-MTG Math Trail and Problem Solving Contest. This time, other than conducting a team competition, an individual contest shall also be held to determine the strongest member of the team and to identify the best in the region. Thus, whoever gets the first two highest scores in the individual contest is likely to participate in the national level of the PIMC 2009.

Therefore, all interested high school students are invited to join and register in the SHARP-MTG Math Trail and Problem Solving Contest. The minimal registration fee of Php.50.00 per participant shall be collected for the contest material expenses. The deadline of registration is on August 31, 2009.

Mechanics of the SHARP-MTG Math Trail and Problem Solving Contest will be sent upon request.

The elementary participants for 2009 PEMIC local version shall also be selected through a competition which comes either in a problem solving contest or a puzzle contest or both. Again, interested schools are advised to register in order to be qualified for the regional competition. The deadline of registration is also on August 31, 2009.

The biggest international math competitions, having full support and recognition from the Department of Education and Department of Science and Technology, will take place in the Philippines. With 30 countries from Asia, Europe, South America, North America and Australia expected to send their teams, the Philippines is getting ready for the event. As early as this month, about 18 countries have made their confirmation to participate in both or either the 2009 Asia Inter-Cities Teenagers Mathematics Olympiad (AITMO)- Lower Secondary (or Junior High School) level and 2009 Philippine Elementary Mathematics International Contest (PEMIC)- Primary (or Elementary) level on November 28 to December 2, 2009 at Iloilo City, Philippines.

The PIMC 2009 Organizer and Honorary Chairman of the Mathematics Trainers Guild (MTG), Philippines, Senator Alan Peter Cayetano proudly reveals that a number of new participating countries will cross the skyways in order to bring their strong teams and compete with the best of other nations. This welcoming development makes AITMO and PEMIC successful in making the global communities from five continents come together not just to display mathematical prowess of their youths but also promote understanding and respect cultural differences.

As the saying, “the more, the merrier” will certainly provide the PIMC participants the opportunity to make acquaintances or friends with children with splendid cultural background as they share best math practices. So far, these are the following countries/territories have confirmed to participate the PIMC 2009: Albania, Brazil, Bulgaria, China, Cyprus, Hong Kong, India, Iran, Korea, Russia, Singapore, South Africa, Vietnam, Indonesia, Malaysia, Mongolia, Nigeria, Taiwan, Thailand and the Philippines.

The PIMC 2009 organizer has also invited countries like Australia, USA, Germany, Egypt, Bangladesh, France, Italy, Japan, Mexico,  Netherlands, New Zealand, Portugal, Spain, Saudi Arabia and Sweden. So far, their confirmation has not been given yet, but series of follow-ups are made to endure their participation.

Furthermore, those countries having international routes of either Philippine Airlines or Cebu Pacific in any of their cities, we give the following suggested flight booking to relieve the participants from the burden of transferring their baggage from one airport to another.

  1. You can take the Philippine Airlines (PAL) from your country to Manila and land at NAIA Centennial Terminal 2 and take a connecting flight using the same airline (PAL) to Iloilo City.
  2. You can also take the Cebu Pacific from your country to Manila and arrive at NAIA Terminal 3 and then take a connecting flight using the same airline (Cebu Pacific) to Iloilo City.

The Executive Committee of the International Mathematics Competition has appointed the MTG, Philippines to host simultaneously the 2009 Asia Inter-cities Teenagers Mathematics Olympiad (AITMO) and 2009 Philippine Elementary Mathematics International Competition (PEMIC) dubbed as Philippine International Mathematics Competition (PIMC) 2009 on November 28, 2009 to December 2, 2009.

The selection process of the participants to represent the Philippines to the abovementioned contests will follow strict guidelines of which only the winners in the math contests held abroad shall be considered as potential participants. In other words, joining any math competitions in another country is a stepping stone and winning a competition is an opportunity to be a likely member of the Philippine team (international category) in the forthcoming PIMC 2009.

Therefore, all Filipino math whiz kids are encouraged to do their best when they will be sent to participate in the international math competitions in order to have the chance to join the PIMC in the later part of 2009.

Moreover, a parallel national math contest shall be conducted. This is a math competition with an all Filipino participants but international in character and nature because its rules, award system, and contest problems are those of the 2009 AITMO and 2009 PEMIC. The participants here are those coming from the public and private elementary and secondary schools having no opportunity to join math contest abroad. In this category, Filipino participants will be competing among themselves. Divisional and regional competitions shall be conducted in order to select the participants for the parallel national math contest.

It should be noted that the 2009 AITMO and 2009 PEMIC have two identities. Firstly, it is an international math competitions in which Philippines will have some teams to compete with other international teams. Secondly, a parallel math competition will be conducted whereby participants are all Filipinos who will be competing among themselves.

The beginning of the Asia Inter-Cities Teenagers Mathematics Olympiad (AITMO) is a story of triumph of the human will toward the realization of a noble vision.

It was back in 2003 that the educational leaders in the field of mathematics from China, Philippine, Taiwan and Hong Kong joined forces to launch an international mathematics contest which would provide an opportunity for the mathematical interaction and promote friendship among Asian youths while developing their mathematical competence and competitiveness.

Unfortunately that same year, most of Eastern Asia was afflicted by Severe Acute Respiratory Syndrome (SARS), which easily disrupted most international mathematics contests, some were postponed, and others were even cancelled. The risk of the students’ efforts going in vain was great. This prompted Dr. Simon L. Chua, president of Mathematics Trainers’ Guild, Philippines, to propose that a new venue be considered just to make sure that the contest would still push through. His proposal earned overwhelming support from the board chairman of Taiwan’s Chiu Chang Mathematics Education, Foundation, Mr. Sun Wen-hsien, and the principal of the Hong-Kong Math Olympiad School, Madam Pinky Leung. Finally the move was cemented as former vice-chairman of the Chinese Society Popularization Working Committee Mr. Qiu Zonghu, and the principal of Fuzhou No.1 Middle School, Mr. Li Xun, also expressed their support. Thus, the 2003 Asia Inter-Cities Teenagers Mathematics Olympiad was held in August 2003 at the West Lake Hotel, Fuzhou, China.

After the success of the math contest, its founding countries and regions sat together for a roundtable meeting. They decided to make the math contest a biennial event. The four founding sides must take turns and invite other countries and cities to be part of the said contest.

In 2005, the Philippines hosted the AITMO 2005 simultaneously with the Philippine Elementary Mathematics International Contest at Tagbilaran City, Province of Bohol. In 2007, AITMO was finally held in Hong Kong.

RULES AND GUIDELINES
A.     Objectives
The general objectives of the Philippine International Mathematics Competition (PIMC) 2009 are the development of the mathematical talents and skills of the primary and junior high school students and the promotion of understanding of cultural diversity.

Specifically, the objectives are as follow:
1.    Provide opportunities to exchange information on the current trends, ideas and practices in mathematics education throughout the world;
2.    Foster friendly relations among students, coaches and leaders worldwide;
3.    Give the gifted primary and junior high school students the opportunity to show their mathematics potentials.
4.    Provide opportunity to develop, guide and improve the mathematics curricular offerings from different countries.

B.   Categories
1.  2009 Philippine Elementary Mathematics International Contest (PEMIC).
2.  2009 Asia Inter-Cities Teenagers Mathematics Olympiad (AITMO).

C.    Participation and Responsibilities
1.    Participation in the PIMC 2009 is by invitation. Each invited city is entitled to send only one team for each category. The officials from each city consist of a leader, a deputy leader, and four (4) contestants.
2.    The official period of the PIMC 2009 begins on 28th November, 2009 and ends on 2nd December, 2009.
3.    The organizers of the PIMC 2009 will provide free hotel accommodation including meals and tour transportation within the duration of the contest schedule. Participants who will arrive at the contest venue earlier than or wish to stay after the official schedule are responsible for their own expenses and accommodation.
4.    For PEMIC 2009 – Contestants must not be enrolled in grade 7 or 1st year high school and must be born on or after 28th November, 1997.
For AITMO 2009 – Contestants must not be enrolled in senior high school or its equivalent levels (such as Grade 10 or Form 4) and must have been born on or after 28th November, 1994.
5.    English and Chinese will be the official languages of the PIMC 2009. Other participating countries may do translation in their respective native languages.
6.    Each team will be responsible for the travel costs from their home city to the Visayas Region, Philippines. Note that all international flights first arrive at Ninoy Aquino International Airport in Metro Manila and a connecting flight to Visayas Region will be necessary.
7.    The participating teams that desire to travel to places not covered in the itinerary of travel are responsible for their own transportation expenses to and from the contest venue.
8.    Participating countries are required to prepare 5 to 10 minutes ethnic number to be presented during the cultural presentation.
9.    The schedule for submission of confirmation to join the PIMC 2009 is on or before 30th May, 2009. Likewise, each city must fill up the entry form and e-mail it to the organizer. Deadline for final submission of official list of participants and flight information will be on 1st September, 2009.

D.    The Contest Guidelines
1.    Each category of the IMC 2009 will be conducted into two parts:
a)    Individual Competition
b)    Team Competition
i. Written Competition
ii. Puzzle Competition
2.    Each participating city must contribute 2 sets of proposed problems each. Five (5) problems for Individual Competition and another five (5) problems for the Team Competition. All problems must be provided with solutions and answer keys using the English Language. Participating countries must e-mail their contributing contest problems on or before 15th September, 2009.
3.    The proposed problems must fit or suit the elementary school level for PEMIC and junior high school level for AITMO.
4.    The PIMC 2009 organizers will invite renowned international mathematicians to compose the Jury Committee to sit in the evaluation, discussion, selection and preparation of the contest problems.
5.    The schedule for the arrival of the team leaders, the deputy team leaders and participants must be on 28th November, 2009.
6.    Contestants are not allowed to bring with them books, calculators or computers in the contest hall except writing (such as ballpens, pencil, etc.) and drawing instruments (such as ruler, protractor, triangle, and etc.).
7.    The solution to the problems will be assessed and evaluated by the Jury Committee that is appointed by the PIMC 2009.

E.    Medals and Trophies

The winners are awarded with trophies, gold, silver, bronze medals and merit awards. Each participant will also receive a certificate of participation.

1.    Individual Prizes
Half of the total participants will be awarded medals based on their performances in the Individual Contest. The number of gold, silver, bronze medals and merit awards is in the ratio of 1: 2: 3: 4.
2.  Group Prizes
The scores of the top three members of each team in the individual competition will be summed up to identify the winners in the group prizes. If the scores of two or more teams are the same, the winner will be based on the group whose member got the highest score in the individual competition.

3.  Team Prizes
First, second and the third prize trophies are awarded to the top three teams in the different groups. In case of a tie, the team who have solved and answered correctly the difficult question/s shall receive the trophy.

F.    Entry Visa to the Philippines
PIMC 2009 participants must have passport valid for at least six months beyond the intended period of stay and must have a roundtrip or onward travel airline ticket, which must be presented before the Philippine Immigration Authorities upon arrival at the port of entry in the Philippines. Visas are not required for holders of Euro, USA, Canada, Australia and ASEAN countries’ passports. Visas are also not required for holders of Macao, Hong Kong’s BNO or SAR passports who will stay not more than 7 days. It is important to note that the team leader of each participating city must carefully check all their visa requirements before entering and leaving the Philippines. For detailed and updated information, please contact the local Philippine embassies, consulates or specially authorized organizations.

G.    Medical Care for PIMC 2009 participants
The Organizing Committee will procure accident insurance to all participants during the official period of the competition. The insurance will cover accidents leading to death or permanent damage of the body. Medical services to non-local residents can be expensive in the Philippines; therefore all PIMC 2009 participants are advised to arrange medical insurance for themselves.
